About flock_server:
Provides basic advisory file locking support via the BSD flock() interface. It's not really compliant, but should do in most cases.
flock_server is (will be) used by Perl (newer versions of autoconf seem to require a Perl with flock() support), and by APR (Apache Portable Runtime) which is for instance used by Subversion (repository access requires file locking support).
